UAE's Free Zones: The Numbers Behind the Boom

The UAE's free-zone model has become one of the most widely copied business-attraction strategies in the world, and the scale is genuinely large: the country now hosts well over 40 free zones, each targeting specific sectors from media and technology to logistics and finance.

The core pitch has stayed consistent since the first free zones launched in the 1980s and 90s: 100% foreign ownership (historically a major differentiator, since mainland companies once required a local Emirati partner โ€” a rule since relaxed for many mainland sectors too), streamlined licensing, and full repatriation of profits and capital.

Dubai in particular has leaned into this as a growth strategy, and the results are visible in the sheer density of small and mid-size international businesses operating out of free zones like DMCC, JAFZA, and Dubai Internet City โ€” many of them founder-led companies that chose the UAE specifically for its combination of tax treatment, logistics access, and lifestyle appeal.

The introduction of a federal corporate tax in 2023 (a first for the UAE) shifted the picture slightly, but qualifying free-zone entities can still access a 0% rate on qualifying income, keeping the core value proposition largely intact for businesses that structure correctly โ€” again, a case where the details of current rules matter more than the general reputation.
